Since the retirement of *Milton C. Stafford, P.E. in 1994, Paul Bandlow, P.E. serves as Principal. Today, SBE employs a full staff of mechanical and electrical professional engineers as well as supportive staff in computer generated design/drafting concepts, project accounting management, and business development. SBE is dedicated to providing engineering services using our own in-house trained staff. Our engineers are professional and graduate mechanical and electrical engineers with heavy movable structures work experience. We are well versed in all phases of movable bridge engineering, providing our customers with competent points of contact from problem identification to problem resolution. We are proud to hold active professional licenses in 19 states plus Ontario, Newfoundland & Labrador and uphold the highest standards of AASHTO, AREMA, and CAN/CSA in all aspects of our design, rehabilitation, inspection, failure analysis, and testing services.

*Milton C. Stafford retired with over 40 years of mechanical engineering experience in the heavy machinery industry. His long-standing and revered career included employment with Philadelphia Gear Corporation, Earle Gear, Kay-Cee Engineering, and Palmyra Industries. He was supervisor in the development of the Bridge Inspector’s Manual for Movable Bridges for the Federal Highway Administration/Department of Transportation and recipient of the Purple Heart in service to the United States of America during World War II.

Principal

Mr. Bandlow has 30 years’ experience as a Mechanical Engineer.  His experience includes design for rehabilitation, new design, inspection, maintenance, balancing, troubleshooting and failure analysis of movable bridge machinery and electrical systems.  Early in his career, Mr. Bandlow was employed by Amtrak as Senior Engineer – Structures and Facilities, a position which functioned in a supporting role to various engineering divisions throughout the country primarily related to movable bridges.  He then consulted on movable bridge machinery with Milton C. Stafford, P.E. before co-founding Stafford Bandlow Engineering, Inc. in 1992.  Currently, Mr. Bandlow’s work is exclusively related to mechanical machinery and electrical systems on movable bridges.  Mr. Bandlow has provided engineering services on hundreds of movable bridges of all types nationwide and internationally in Canada and Bermuda.

Senior Mechanical Engineer

Mr. Tosolt is a Mechanical Engineer with 20 years’ experience in the movable bridge field.  He has in-depth experience on movable bridges of varying types and vintages.  Mr. Tosolt’s experience includes design of new machinery, load rating of existing machinery, preparation of PS&E, bridge machinery safety inspections, field project engineering, emergency services including troubleshooting to identify and resolve machinery failures and operational malfunctions, and strain gage drive testing and bridge balancing.  Mr. Tosolt has presented numerous papers on movable bridge operations at symposia for Heavy Movable Structures Inc. (HMS) and AREMA, with a timely focus on the proactive approach to movable bridge maintenance.

John R. Williams, P.E.

Senior Mechanical Engineer

Mr. Williams has 15 years’ experience as Mechanical Engineer.  He serves as SBE Team Leader on targeted mechanical inspection projects.   His work with balance testing includes the development of a PC-based portable data acquisition system used to capture the requisite strain or hydraulic pressure data, installation of strain gages and pressure transducers, derivation of the fundamental balance equations, recording strain data, analysis of strain data, balance calculations and report preparation. Mr. Williams has presented papers related to movable bridge rehabilitation at the Symposium of Heavy Movable Structures, Inc. and most recently at The Western Bridge Conference.

Senior Technical Director - Electrical

Mr. Rees is a Professional Electrical Engineer with over 40 years of post-graduate experience. He is well versed in all aspects of electrical engineering and has extensive experience with movable bridge electro-mechanical systems, heavy industry, electrical utility generation, transmission and distribution as well as rail and rail transit systems engineering and construction. He is fully conversant with power and control system design including power distribution, traction drives, PLC’s and distributed control systems; project engineering, electrical inspection, construction supervision, commissioning and plant startup.  His movable bridge experience has spanned over 30 years and includes inspections ranging from cursory to in-depth, failure analysis, and troubleshooting. Notably, Mr. Rees’ movable bridge design experience includes rehabilitation and replacement of existing bridges and the design of the electrical systems for new bridges and other heavy movable structures. As SBE Senior Technical Director – Electrical, this experience enables Mr. Rees to bring a movable bridge project from the conceptual stage through design to the completion of construction while providing quality assurance during each project phase. Mr. Rees’ varied electrical engineering experience makes him ideally suited for the heavy movable structures, railroad, and transportation infrastructure system industries.

Group Leader - Electrical Engineer

Mr. Zheng is a Professional Electrical Engineer moving towards 10 years of experience. His experience includes applying electrical engineering principles and communications technology to the design and construction for movable bridge and public railroad infrastructure projects. His areas of expertise include movable bridge electrical systems design, electrical inspections, field survey, and power quality testing, and troubleshooting.  His experience also includes substation design, power distribution design and construction, control systems, programmable logic controllers, advanced security systems, CCTV, access control design, fire/life safety and fiber optic communication transmission systems design. He has represented clients and contractors as part of the installation process of electrical power and control systems and acted as quality assurance engineer for the installation of electrical systems for movable bridges. As SBE Group Leader-Electrical, Mr. Zheng’s unique combination of professional experience, extensive education, dedication, and work ethic enhances SBE’s success in being chosen for the winning team for contracts and proposals.
